Yes that is a bit confusing probably poor communications at the ground station?

Maybe the test will be transferred to 9 east as soon somebody realizes what is happening as these transponders on 5W will be turned off next week so it seems like a pointless exercise starting on 5 W :eek:

Well the test is for their DTT and the 5 W stream is just the carrier, so of course it will be on 5 W, even if they transfer the whole stream to 9 E next week. Also, RAI will start their own HEVC test card tomorrow 17th, this will most probably also appear on 5 W as RAI seem to stay put.

Paris, 17 January, 2020 – On October 24, 2019, Eutelsat announced an investigation into a malfunction on one of the two solar arrays on its EUTELSAT 5 West B satellite. Pursuant to this investigation, the loss of the satellite’s South solar array has been confirmed. With the exception of the South solar array, the satellite performance remains nominal.
The attendant power loss means c.45% of the capacity of the satellite can be operated.
The satellite is now expected to enter commercial service later in January and is expected to meet the designed life time.
A number of mitigation actions aimed at assuring service continuity will be implemented, following the end of life in stable orbit of EUTELSAT 5 West A, for the largest possible number of customers.
EUTELSAT 5 West B is fully insured against the eventuality of a partial or total loss by a launch-plus-one-year insurance for up to 173 million euros.
The partial non-availability of EUTELSAT 5 West B will reduce Financial Year 2019-20 revenues for the Operating Verticals by 5 to 10 million euros.The one-off cost of mitigation, mostly related to the repointing of ground antennae will be between 0 and 10 million euros.
In consequence, Eutelsat’s revenue objective for Financial Year 2019-20 is mechanically revised to between €1,270 million and €1,315 million for the Operating Verticals.
All other financial objectives are unchanged.

45% means at least 16 of 35 transponders can be used, but they surely will also reduce the power per transponder, which will give them anywhere from 16 to 22 transponders, depending on the reduction. Fransat switching FEC from 3/4 to 2/3, as was reported on a french forum, also hints at that in my opinion.

So I think RAI will be able to stay on 5 West and move to 5 WB, too.

So I think RAI will be able to stay on 5 West and move to 5 WB, too.

I certainly hope so - can't envisage that Edision would chuck out a firmware update for my Primo to catch 9E multistreams.

It still looks like a back up satellite will be required here to fulfil the transponder contracts assigned to 5 west,
The move by Mediasat to 9B @ 9 east may only be a temporary measure,
Eutelsat Quantum was built for this specific purpose to back up or replace a damaged satellite.

It's very strange that Eutelsat don't use an another satellite at this moment (your option 2, like your report 185) !! Normally, as a serious company, there should be always a backup satellite available at all times..

Eutelsat future satellite back up:-
Eutelsat have coped before when @16 east W2 failed a few years ago but the Sesat 36E & a couple of other satellites were moved to 16 east until the launch of 16A Oct 2011 but now Eutelsat have used up spare satellites to cover more of the globe & spread themselves too thinly to deal with emergency's so they do not currently have the cover that they used to have, more satellites will be available from late 2021 when Hotbird 13F & 13G launch releasing 3 Hotbirds from 13 east.

A satellite is a multi million pound investment. It does not make commercial sense to have an on orbit spare sitting around doing nothing (or minimal work ) for the unusual situation of an on orbit failure.

Its all a case of risk assessment.

Its all a case of risk assessment.
It's a point of view but the history of this satellite was very clear : the satellite was launched 06/07/2002.. it"s life was estimated for +/- 12 years.. Finally, the end of operational use was end of Juni 2018. Do just a calculation ; we are (nearly) end of January 2020; 19 months later !! That's the reason of my comment. Eutelsat had a lot of time to make a soft transfer.. we see, it's not the case at all (they're now in emergency due a lack of foresight) ;)
