Is your dish fixed, or on a motor? I can't understand why you're getting both 16E, and 19.2E, on a fixed, offset, dish, with a single LNB.
Unless the dish is warped, maybe? But then maybe you would have problems at other satellites too.
Problem solved! I confirmed that my LNB is not a monoblock, which suggested that the dish must have been pointed a bit too far east. Perhaps it was at something like 17.5E, what is the typical beamwidth of a 1 meter dish?

Anyhow, I took the dish off USALS and turned the motor a touch further west. The missing transponders appeared, and the 19E transponders were gone. Thanks to all for the help!

Somewhere in England (possibly?)!
If you find the same thing happening with other sats then you probably need to adjust the longitude setting for your location by the same amount - after which, hopefully, the motor/dish will track correctly (or at least better) across the arc.
