Dishes: 80cm (5°W), 80cm (30°W), 60cm Zone 2 (13°E/19.2°E/28.2°E)
Receivers: HTPC w/ TBS6905 4x DVB-S2 PCIe tuner card running TVHeadend, Octagon SF8008 mini.

Cheltenham
At 6:30pm the Pace Sky+ HD box switched almost seamlessly from 720p HD to the 576i Lokalzeit Dortmund programme, and back again to 720p at 7:00pm. Assuming Freesat and subsequent Sky boxes do the same I can't think of any reason why the BBC couldn't employ the same method.
Interesting! Thanks for checking and reporting back.

I suppose thinking about it, Sky has a German operation which will be using these exact services on their own boxes. I don’t know how similar/different to the Sky UK/IE receivers these are, but it means they obviously have experience of dealing with this system in practice.

I haven’t got a Freesat receiver to check, although I’d be super surprised if it didn’t work on the LG TV I have which is labelled Freesat (you have to turn Freesat off and use its inbuilt satellite tuner as unbranded to tune other sats anyway).

As far as I’m aware, it’s standard DVB functionality to be able to do this, with ARD being a reputable broadcaster who would surely be following all the relevant standards!

Good point about Sky Deutschland, they have a version of Sky Q which I can't imagine is much different to the UK one.

I've setup an old Freesat Humax Foxsat HD box to see how it handles the switch.

I've found this article which says the regional variations will launch on Satellite and Freeview. Not from an official source but something is better than nothing.

The Humax Foxsat successfully switched VPID with a short black screen, less than a second I'd say. I notice on the 11523H 'neu' transponder the Lokalzeit broadcast stays at 720p.

Unless every Sky Digital receiver available since 1998 is checked out, then it's impossible to be certain that they could. It also might be the case that while the receivers themselves are capable of handling the PID switching, the EPG software where the 3 or 4 digital channel numbers are assigned (i.e. Not "other channels") may not be - but this is complete guesswork on my part.

I agree about the EPG, though like Adam792 said it must work with the EPG used for Sky Deutschland. It would only need to work on HD capable Sky boxes.

11523H on 19.2°E has 11 versions of WDR HD so two transponders would easily cover all the UK regions in HD. Though I guess they could have also added a (not great quality) BBC One HD to the SD transponders a while ago, if the system worked on all HD Sky & Freesat receivers.

The Sky Deutschland HD EPG looks completely different to the UK one, video from 2011:

The German Sky Q EPG looks similar to the UK & Ireland version:

It's a firmware error causing the box's HDMI to identify itself as Sky Deutschland, which some televisions will add to the HDMI input label. Other than that the box works correctly as a UK & Ireland Sky Q receiver. Sky Deutschland is still on 19.2°E.

Because this will also be on Freeview, do you expect any changes on the Satback transponder on 27.5 West? ( e.g. BBC Parliament on HD ?)

The BBC One HD would probably become BBC One London HD. I doubt BBC Parliament will go HD on Freeview.

I mean, the fixed screen during regional news will disappear on the Satback service too?

Yes, if it becomes BBC One London HD it will show the London region news. This is all dependent on BBC One HD becoming regional on Freeview, of which there's no confirmation this will actually happen anytime soon.
