Potentially 2 tp would be immediately utilised for the Eumetcast data service should Eute 10A fail in service as 13E is now the fail over emergency recovery broadcast backup for the service.

Somewhere in England (possibly?)!
Just "curious" - any idea of why, in general, have these transponders (and some of those on 19E) shut down??

Major broadcasters swapping from DVB-S to DVB-S2 which has better spectral efficiency for starters.

A lot of spare space for UHD Content (4K or even 8K) to be broadcasted!

Because excess backup capacity, that probably won't be needed, would be expensive and in the end it'll be consumers that have to pay for it. There's already spare capacity across the fleet if needed.

it seems people in middle east countries like iran will not receive the signal of new hotbird and 13 degree east will e same as eutelsat 16 with restricted beam.

There will at best likely be some slight changes at the footprint extremities (for better or worse), as is the case with the current Hot Bird constellation at 13E, but the cold truth is that right now there is no public knowledge what the planned footprints are for the HB13F & HB13G and there won't be any until (a) Eutelsat publish them themselves, or (b) some sort of official looking "leak" is published (unlikely). And once the satellite(s) is/are in orbit and testing, real world reception reports will give a more nuanced answer.
