Low elevation satellites suffer from onslaught from various sources. Ground noise, trees as well as much thicker atmosphere. Think of the early morning sun which is far duller than the midday one.
So perfectly normal, if annoying, to get wild signal variations from one minute to another... In Bristol, I found this effect from around 60e onwards getting more pronounced the further east I went.
