Somewhere in England (possibly?)!
Also check msconfig and deselect anything that you don't want to run at startup and then hit restart.
The "problem" with that approach is HOW to decide WHICH "things" I/you don't want - that's very difficult if I (like most people) DON'T know what I should NOT want!
PS: I use msconfig very often - and that's the problem that I HAVE!

I know exactly what I don't want to run at start up.

I know which main apps/programmes I do/don't to run at start up - but, at least in my case(s), many of the Services and Startup entries have rather "cryptographic" names and it's difficult to understand whether they are necessary or not. Also (and I'm looking at the current lists at the moment) quite a number of Services are running in the background even though the "tick box" isn't "ticked" (this is on W7 Ultimate 64 bit)!

Many entries can be disabled by editing "Services.msc", but then (as I found by accident a few weeks ago) disabling some of them can have very weird and unexpected effects! A lot of the msconfig entries can only really be removed if I hack the Registry to remove all references to them!

I had suspicion that NordVPN might be the culprit.
Disabled it about a week ago from startup and so far I didn't have the problem, even with the application and VLC playing.
I could be wrong of course but in the meantime I will not use NordVPN (I hardly ever use it) and will see what happens.
