Scrap the idea of the fire stick app, it appears only offer NHK world content and not the premium channel.

I think there is an IPTV stream of both nhk channels on Freeview, you have to pay a sub for premium though. Or you could use the NHK app on a fire stick.

I'm certainly not using a VPN. The website worked ok on the same SIM card for many years until say the last few months.

If the purpose is to only receive 28.2 then your suggestion won't give you any further benefit over the dish you have removed.
