Did they de-encode the HD version or convert the SD version to HD?

I have a Laminas 2.7m dish. But on the transponder 11.067 V, 23.000, 3/4, DVB-S2, 8PSK, the signal strength is 0. Unfortunately. Thanks for the clarification.
