Although they are sold for domestic use only, and sky are not happy about the situation as it hits their revenues, the exact situation remains to be resolved. There are several threads on the forum about it. a wander through the results thrown up by the search tool could be of interest to you.

art in uk is not licensed
but sky cant do anything about it because sky do not own the rights for live 3pm football thus you are not infringing on sky
the only thing you can be in trouble for is an unlicensed official card but the goverment wont do anything yet.... next year maybe diff as setanta have got uk rights for ppv and this includes some 3pm kick offs
so next year pubs may hear from setanta not sky about legality
right now sky and gov have dropped all cases against any pub because no uk broadcaster own 3pm kick off rights so there is nothing to be infringed so sky nor gov can do anything at mo
but next year????????? who knows
