I suspect its just terminology for a major disaster - seeing as the report says worst case scenario 200,000 people could die in a big 8 or 9 quake in the area.

If so then things are heating up again on the old light bulb.
And it looks like they added a new threshold, the orange line is the 500 MeV indicator, if that goes above the dotted line we are toast and back to the rock knives and axes stage.
