I have moved your post from the completely unrelated thread you posted it on. Perhaps you had better explain what this programmer is used for as I do not think it is a common one. I think you would have more success if you googled the item in question

There is a driver on driverguide for GEMPLUS GPR400 - PC/SC, , as well as a few other places, but I can not find drivers for Vista, only for XP and earlier.
As Topper states google gpr400 pcsc and you will find a few entries.
