Very unlikley. there have been rumours that RAI1 may come to Sky at some point, but to be honest I dont think its going to happen.
Your profile says you have 13E which is chock full of Italian channels, so why do you want one on 28E?

The best you can do on 28E is Euronews with the Italian Audio selected.
Actually, if the Freesat Rx you are using is a Humax, it has DiSEqC so you could do what I do and whack it through an H-H Motor on an 80cm Dish then use it not only for 28E but also 13E and lots more besides - and, of course, you can get HD Channels (mainly Promos, but occasional FTA bursts of decent stuff) from elsewhere, too.
