It is probable that it is intended to be received along with 13e using the Eutelsat CLIPSAT clip on LNB. This is the case with the Italian channels, and 13e is the main home for Russian channels in Western Europe.

Of course a 4.3 degree monoblock could be used, but they are trying to make it as easy as possible for the novice. You can get the ClipSat kit in the UK, though there is not much of a marketing effort here so it remains a fairly unknown solution. A pity as it may suit some people.

Karusel now seems to have full launched - the channels have reappeared and are named Karusel Int & Karusel Int 4. The second one is using H264 video so wont display on a normal SD receiver - I can only watch it using vlc player streaming across my lan.
