matrix reloaded cam and laptop ?

ive recently bought a laptop with the hopes of being able to put my cam in it and programme the new mr on it is it possable or do i need a cas interface to do it ?

It may be possible but you wil need to install relevant drivers. In the MR section here there's a tutorial which mentions it I believe.

ive tried the xp_pcmcia of the forums i dont know it maybe wont work due to its a brand new lappy and has memory cards readers built in2 it whitch works of the pcmci slots and maybe its conflicting with them ?

Well..I do know the emu file I'm using on the MR for Sly Italia can only be loaded by a CAS2. Obviously there's a cost but the CAS2 and add-on seems to have many uses so may be worth a punt for you.
