Its transmitting on the VOA tp so that may give a clue of where its allied with. It was showing some sort of discussion show fta in Russian but now showing the news.

Slovakia is very unlikely since they use the Latin alphabet. The screenshot shows Cyrillic. Looks more like Russian to me. The tag "CurrentTime1" is a translation of the russion word. It is translated incorrect since "Vremya" just means "News" in this context.

like in the old Cold War days,an answer to Russia Today,methinks

Its possible Slovakia is where the nominal base is - much like Radio Free Europe / Radio Liberty is based in the Czech Republic.

Well, it's certainly Russian language. Whether it's being distributed by Russia from Russia, I am not sure.
