I have AXE 1000 reciever but it is not working from long time , can i change the IP address.

If this is a card sharing receiver, you will have to wait until the server works again, if it ever does.

my reciever is not working too ,i have the same reciver ,i think the problem is from etisalat u have to proxy or somthing
