In these countries there's still presumably a very high percentage of people who can understand Russian to a good degree, and so it's probably most cost effective to provide one version of these channels in Russian that providers can carry, even though they no longer serve Russia itself.The cynic in me wonders if they're only BISS encrypted so they can say that they're encrypted and thus Russian providers are blocked from carrying them, but they can turn a blind eye to people in Russia decrypting the weak encryption and watching them.</blockquote>
