Looking in a wider span the beacon is sitting on a pedestal of noise. Playing more I think it is data from BADR6 <a href="http://www.arabsat.com/english/the-fleet/badr-6" target="_blank">Badr-6 - Arabsat</a> which doesn't appear to carry any permanent TV. The beacon from BADR6 is quite strong on 3701.1 (1448.9 IF) LHCP.
