Hi, I would be very grateful if anyone could tell me if a programmer with the specs below can program a titanium card.

Technomate 5402 HD M2 Ci, DM7000s, Transparent 80cm Dish, Moteck SG2100 DiseqC motor, lots of legacy gear. Meters: Satlook Digital NIT, Promax HD Ranger+ spectrum analyser.

If it doesn't mention Phoenix mode, then it probably isn't suitable.

The serial smartmouse should be OK, believe that you can get it from maxking.
