From my understanding of English law, the seller and the credit card provider are jointly liable for the sales contract. I am sure this is the case for a UK-based seller, and it probably applies to a foreign seller. If so, the credit card company will have to refund the 2.5% fee and they will make a charge back to the seller. If enough people complain about sharp practices, the seller will find no card company will deal with him in the future. Maybe the threat of contacting your bank will make him see sense.</p></blockquote><p></p>
