what do i need for programming smart card ?

I am new in this area I need Cas Interface 3 and smartcard the one I’ll get is Dragon module & loader my question is can I program dragon cam if not than what is the best card for this job ??? and CasInterface 3 is the best programming device ??

Yes, I believe that the CAS3 should be fine for the Dragon loader card.
