It is surprising, the D1 Scotland version has also appeared on 28.2°E of course, but with it being on 9°E too it does seem like they want to keep that position as a backup. The BBC National mux feed on the same transponder on 4.8 then 9°E was removed a good while ago, now being 28.2°E only.

Presumably those tracking "TVRO" settings are to set the signal for the Seatel antenna to try to stay locked on. That transponder is the frequency with Channel 5 which should be fine - 1555MHz with tone off is low band, so 1555+9750 = 11305, horizontal and 27500 baud is around the channel 5...
You'll find that a lot of the American stuff (dross) on TF1, France 2, M6 etc has the original English-language audio on the second/third track via the terrestrial service.

Well… it looks like as of today the M2 multiplex has quietly launched from the Carcassonne transmitter on block 11B (Chemin Porte de Fer Towercast), with those public stations included. The other multiplex with RTL, NRJ etc will presumably arrive soon.
