Syntax looks like this: --teletext raw:/path/to/the/file.t42
Key expiration doesn't matter because it's free-access mode (at least it should be)

Only-audio decoding when infos are showned is normal in that black-OSD units (even when there are no VBI data)
You should use Cpt Jack's HackTV fork captainjack64/hacktv and use C+ Spain parameter in command line --syster cesfa --systeraudio :D
