John Think your carrier just above the Comms to trucks, is for ITN they I think may use their 5.6 metre Andrew dish to downlink at "K" band, the carrier can be much lower then as the dish gain is much greater, or it may be downlinked at Media City SIS Live's Dish Farm.

I do not think that the ITV regions use any form of scrambling, BISS is only a token type anyway. as they have no form of descrambling kit in the regions, as far as I know, not sure about ITN though
