If you can find the part number you could probably get one on mail order from Maplins in the UK.

Failing that DVBMonkey sell replacement boards.

Just google their website :D

What is the IC part number?
If you can't see it clearly because of the burn, then open another clone and see if it is possible to read the part number.
Usually in such cases, it is possible that more than one part is damaged, so you'd better make sure that this IC is the only one that needs replacement.

A surge big enough to blow an IC off the board will have done additional damage to the electronics.
