Correct, they will not play in the next match.

This whole debacle is FIFA's fault, they have given the edict that yellow cards should be given for the slightest foul to try and clean up the game and all that has happened is that it has made diving more profitable and hence the temperature in the game rises dramatically.

i think if he has already been punished (unless extreme situations) he cannot be done twice, as fifa will/should back the refs des

I would imagine that violent conduct, whether dealt with by the ref or not, could be subject to further consideration if it was considered serious enough.

I would say though, that it really didn't look like a real head butt, the reaction was both delayed and exaggerated.
