It is useless, since the signal comes as DVB-S and we will not convert it into a stream for a DVB-T transmitter with our HW.
The professional HW on the DVB-T transmitter will just ignore the pids intended for DVB-S. As now the pids for DVB-T are ignored in our boxes.
Anyone who wants to can use TSDuck and change the identification pids and create a stream for a DVB-T transmitter.

Sadly not :( The DVB-SIS system includes using the same video and audio streams (there's no second tunnelled version of the channels themselves - just the separate table data) - the system handles decryption, so the hardware will process the Viaccess before assembling a DVB-T2 mux from the metadata at each transmitter site.

PID 8191 looks like an encapsulated stream, where the non-encrypted UHD streams should be. There would be no logic to transmit the channels encrypted in Viaccess terrestrially.

That's the null packets PID sadly. :(

They won't transmit in Viaccess terrestrially, the DVB-SIS hardware at the transmitter sites will first decrypt the Viaccess, then re-assemble the decrypted PES along with the separate table data into a local T2-MI stream for terrestrial modulation, the encryption data is discarded.

Here's a description of the system as being used in Thailand - Analog to digital television transition with single illumination Thai-PRD

There the channels are encrypted with BISS, and the DVB-SIS hardware descrambles them before creating the T2 multiplex from the descrambled data. (This is probably using 78.5°E C band)

That's different, it's a paytv package. Are there plans for the UHD channels to be pay tv?

If they will be there under public, they should be FTA, if they will be there commercially, it is difficult to predict.

So, our fear is that all FTA multistream packages will be encrypted to Viaccess and move to DVB-SIS, so no FTA French TV anymore, and no way to descramble.

I think in this case one of the driving issues must be Eutelsat 5WB with its fault meaning that its capacity has always been very limited. In NW Europe we’ve already lost a lot of the free Italian TV because of this after it moved to the 9°E Italian beam.

It’s desirable for them to have a solution where they only need a single transponder to feed both Fransat subscribers (with Viaccess) and the terrestrial transmitters that will transmit the DVB-T2 version (without encryption).

The cost saving of one transponder rather than two probably compensates for the extra costs of DVB-SIS and descrambling equipment needed at each terrestrial transmitter site sadly :( Hopefully the other stuff won’t change, I’m hopeful because there are lots of DVB-T transmitters that would need upgrading, whereas this new DVB-T2 multiplex is an entirely new deployment, allowing them to use this new method more easily.
