9E has four regional beams, these are using IT1 and IT2.

Additionally the lower frequency - encrypted channels aside - is in the main filled with shopping channels.
It could be the broadcaster on 12149 requested tightening of the footprint in light of a drop in Mediaset subscribers.

The only intended target of these multistream transmissions is the broadcast providers themselves. All they have to ensure is that it can be picked up with enough margin by a (presumably fairly large) dish at each terrestrial transmitter site, so it's probably within their interests to keep it as otherwise hard to receive as possible!

Yes, but if their intended audience is getting hold of these channels using a compatible receiver, then modulating around an apartment, or village,,,,
