Until we are told if Bob was actually asked in advance if he would welcome the Award, then it is moot where the arrogance lies.

If the Nobel Committee acted unilaterally, then they were at best discourteous in not testing the waters before going public.

Especially knowing that Bob is not known for being an Establishment sycophant.
