it s just a building company...Bouygues is our other big one & Bin Laden is a big Saudi one...
every nation has a few of these!
Only a few do broadcasting however!

Indeed, on 11140 V we have an AOL. I checked other pids but it doesn't take me anywhere.
As an aside, I'm usually looking for such "truffle" like you, but I assure you if they were on this satellite I would have reported it. That doesn't mean they can't be discovered as long as you have better tools. Maybe in this case there are enough dvb apps that we use as usual.
Of all, IQmonitor also looks for subliminal signals and sometimes finds them and in some cases lock them. But that can't help us if the settings the broadcaster makes are not hidden or encoded. Of course it's a fanciful hypothesis.
I wonder, how do you know for sure that on this satellite is broadcasting Radio Vinci?
Ok, I'll be more careful from now on when I visit this position.

Can you lock anything on 12587 V 8333 DVB-S2 QPSK 1/4 ?

It locks on my Octagon SF8008 mini, and on a dvbsnoop PID scan I got a single PID 470 (there may be more, but I didn't leave it scanning for very long). This PID seemed to contain mainly empty packets, like satellite RDS streams often do.

I've just tried to lock it on my PC card to get a full TS dump, but it doesn't lock on there.

I locked 12587 V, then recorded the stream with PID 2040. It may be the stream you are looking for. But for that, you need to analyze the ts file, which you can download here.

oh, the same as e2 boxes with Si2166 (only boxes with AVL6261 will display the channels)

I managed to get my HD Ranger Eco to lock to 11355V [33E]. It reckons s/r=31430 ACM-VCM continuous stream. Two modes present: mode 1=QPSK CR=1/2 PILOTS=ON and FRAME=normal. Mode2=16APSK CR=5/6 PILOTS=ON and FRAME=NORMAL.

I had a look on here using my SDR, and found quite a lot of narrow transponders in the 12500-12600V range (Eutelsat seem to favour the bit above 12500 for these kinds of radio feeds, judging by 8°W).

My 80cm is borderline reception-wise for 33.1°E, so I didn't manage to get lock on any of them. Of course, most or all of them could be DVB-GSE/Generic stream anyway -
