After some effort, in fine tuning the positions in the vbox2, i managed to lock 542 Symbol rate, It is stable.

Here's Radio Mars (Morocco) on 30E. It's identifier is Q-bit so I guess they did not change it from the default.
30E 11695.73V QPSK 185ks 3/4
1.8m PF, Rb locked Bullseye, Serit FTS-4344L tuner

I could not lock it using CS on a 6983, presumably because it is relatively weak.

It's true that a weak signal doesn't really help such low symbol rate, but you can lock 11695 V with Crazyscan, but only manually.
Recently I was at 30.0W and, as usual, I always try to check this difficult to lock frequency, sometimes even with CS.
Only on the third try I managed to lock it, and only if I chose 11694,750 MHz. But this is not a rule in all cases, because the app doesn't read below 100 MHz, you can't set the search steps as small as possible as EBS pro has.
As you know, there are many physical factors that contribute to the successful lock of such parameters. I would also include ...perseverance. :)

That's the key! The 6983 card I was using seems to be about 400kHz low at this frequency. However, the target had to be set around 250kHz low. It also helped setting search to DVB-S. With the settings shown, it locked every time.

There is something strange with the Minitioune. Most of the time the MER was around 8dB and the constellation noisy. However, reducing the input level with an IF attenuator and using an earlier version of software, the MER was close to the SNR shown by CS. It only showed the higher MER occasionally. Checking on a 4Ms/s signal, it behaved properly and the input level was not critical.

Thanks @EnoSat for pointing out that I put 30E where it should have been 30W in my earlier post.
