It's very interesting that they're doing progressive scan video, not interlaced 50fps, but 24 progressive.
Because of lower frame rate and full progressive scan image, moving mpeg-4 sprites also give higher quality.

So effectively image quality looks like 40mbit/s because of progressive scan.
