If the eeprom's failed (a known problem with a particular batch installed in some of the receivers), you can try flashing it through a serial cable, but it usually grinds to a halt about halfway when it gets to the faulty cells. (my experience with a couple of the receivers).
The eeprom's not replaceable unless you're equipped with a hot air soldering station. Then you need to find the replacement (if they're still available...)
