A new LNB isn't a miracle worker but the best can be good enough to get over the line so that the minimum C/N ratio can be crossed and/or the rain fade margin is that little bit better. In my experience in working with different Ku Band LNBs recently, I've found the Golden Media GM201 & GM202+ (note - not the ordinary GM202, although it's a decent performer for stronger sats) to work well in many cases, sometimes beating the famed Inverto Black Ultra (the classic version that's hard to find brand new now) by over 1.5db particularly on the lower FSS Band frequencies that the BBC/ITV channels occupy at 28E. I can't vouch how good they can work for 28E in weak signal areas, but getting your hands on one can be worth looking at - main disadvantage is that unlike the IBU & the Technomate TM-1 Ultra (also a decent all-rounder) the neck on both Golden Media's aren't terribly long but this may or may not be of concern.
