DPRK should be having the same time zone as South Korea so their midnight should be 1500 GMT, or about 56 minutes of now. Unless there has been some time change I don't know about. Arirang from South Korea has gone live with "New Years Eve Live"

Quite interesting New Years greeting from ARD teletext in Germany. That figure with the ladder looks quite a bit like the figure(which I saw quite a bit in Kassel, Hesse this July) on GDR-era pedestrian traffic lights.
