Technomate blind scan with LNB set as universal:
If the SMW outputs its full potential 950-1950 IF range for every LO, 13v + 22khz & 18v + 22khz would cover 10700-12700Mhz with only 2 LO.
On the Echostar:
Freq low = 10750
Freq high = 9750
Polarity Control = Polarotor
Band Control = 13v/18v
22khz Control = On
Frequencies and polarities should be correct. The reversed High/Low LOs may cause issue.

Domestic PLL LNBs often output larger than expected IF ranges, if the pro grade SMW extends down to 700mhz and up to 2000mhz then 13v and 13v + 22khz would cover the full band. A receiver that can tune down to 700mhz would also be required (e.g Octagon sf8008)
13v: 10700 > 11700mhz, LO 10000
13v + 22khz: 11700 > 12750mhz, LO 10750
Frequencies would be correct. Now if you had a polariser controller that detected 13/18v, but only sent 13v to the LNB it'd all work. I think
Lots of numbers & ifs, maybes and assumptions, please excuse as I'm full of (legal) pills . Of course if the SMW does as it says on the tin then please ignore
