1.2m CM dish with elevation jack, Supermount 1224 H-H rotator, Octagon SX88+, DR.HD D15, GT Media Combo, Ku PLL LNB, C Band: Titanium C1W-PLL, Ka Band: XMW R9216AF with FD9000 feedhorn, Inverto Saorsat LNB and Inverto Ka/Ku LNB . Zone 2 dish pointing at 28E with Octagon SF8008.

11595V Like John I am getting a similar signal strength here in the west of England. No lock with the HD Ranger.

No signal at 11595V for me, 2.4m dish in North Italy.
Just noted a mux of BBC radio feeds at 10720V SR 27500 DVB-S. It was a transponder used by Digiturk prior to its move on Turksat satellite.
With 2.4m you should definitely be able to pick it up. Try to use analyzer and constellation monitor. Maybe it is s2x or NS3/4

The frequency of 11595V does not look like S2X or NS3/NS4.

So the channel is available across europe with similar power in different locations. That would indicate it is not africa or other beam. And yesterday there was a feed overlapping with this channel.
What does it mean, there is another satellite at 7e?

At 7E there's Eutelsat 7B, 7C and Eutelsat Konnect nearby at 7.2E. It may just be the D8 transponder switched on without any traffic going through it?

That's exactly how it will be. Yesterday two Brazilian football feeds were activated on 11582 V and 11603 V.

Chaps - can someone check frequency 10721H 22000 3/4 on this satellite? I am supposed to be getting BBC Persian on this but I get literally nothing. The nearby frequency in V works fine and so do other H polarities.

I've always found this Europe B beam really odd! The UK is pretty close to the edge of the footprint, yet I've never seen the slightest hint of anything from it. I don't just mean I can't lock anything, but literally can't see any indication that there's anything there, complete flat line on scans. Most of the time you can see a bump on the scan to indicate something, I even get a couple of bumps when scanning the new Nilesat 301, but from this beam, absolutely nothing whatsoever!

Ooohhhh... I didn't even bother checking for the footprint. I saw Europe in the footprint name and assumed it would boom in.

Yeah there's zilch in this frequency - looking on Dr HD F15, I see signal even before it locks but there's nothing at all. Like it's not there.

I am getting 5.4dB with pictures for BBC Persian from 7.0E on the frequency you mention.
Surrey location using a Precision 1.5m prime focus dish with Invacom Quad C120 LNB.

I don't think it helps to compare the signal in different areas of Europe, especially those on the island. But the only comparison that can be made is that the signal is also weak on 10720 H,22000,3/4, as in your area.
But even in such conditions, it can be locked. Luckily the mux does not have 8PSK mode.

BBC Persian up to 6.0dB now. 'ere in leafy Surrey with a 1.5m dish

I am going to check some other frequencies Europe B beam to see what's going on. Maybe like @satesco says, this is just a particularly weak transponder.
I am just now finding out that in England, the reception of this beam was/is a big problem. But I must say that since I received Eutelsat 7B from the beginning, the signal on 10720 H has always been weak. Only in the morning, in good weather conditions, it increases by 2 or 3 dB.
It is true that, although my area is out of the spot, I am still closer to the beam. That helps me to catch it though
And I wonder why, knowing there is a problem with the signal reception in your area, you only ask the question now. Or were there times when the European B beam could catch it?
Here's what signal I had on this spot in 2019 at 10720 H and between 11200-11400 H, about the same signal level as today.

Scan 23.00hrs seems to show a stable recption of the 'European B Beam' known transponders (as, Flysat) highlighted in yellow......... Alicante 1.2m............
