I tend to agree. Just because we don't have the information we think we want doesn't mean that it isn't on its way.
However, it appears that Celestrak is updating the two-line element sets for the 2E. Why should one question the reliability of that data for the 2E. Or has Celestrak stopped providing updates for the 2E?
If the Celestrak data is normally reliable, for this and other satellites, and given that the most recent data is telling us that the 2E was not moving at the time then, surely, the simplest interpretation is that the 2E really was not moving at the time the data was collected. It is safer to believe the data from a reliable source rather than to suggest that Celestrak is providing wrong data just on the basis of one satellite.
If the 2E had really started to move and then Celestrak reported that it had stopped moving then maybe it would be reasonable to question Celestrak. The 2E, however, was stationary for at least five weeks. Celetrak tells us it is still stationary. The "best buy" interpretation is that the 2E is still stationary or that it has only just started to move.
