As the Briz-M with 2E is already on site and ready to go, I'd assume rigorous checks would be currently underway on the rocket prior to the outcome of the FROB so to potentially speed things up. I guess it's launches further down the queue which will de further delayed. I still don't think they'll launch 2E next even though she's next in the queue - they'll see another Russian satellite launch on a different Proton for reliability evidence prior to 2E's departure meaning, as Analoguesat says, October being a more realistic launch Month.

The launch of ASTRA 2E, a replacement satellite at the 28.2°E orbital position, also carrying 12 incremental transponders, was due in July, but following the failure of the preceding Proton launch, will be rescheduled to later in the year on a date yet to be set, and currently assumed in September 2013.

That seems to me to be highly suspect - Before they indicated "September" and if that has changed in any way then they must have more information so why not a more precise date rather then a more vague one. I think Q4 is more likely....

Interesting article on Astra 2E detailing that ILS have now been briefed with the outcome of 2nd July's failed Proton launch. They haven't said when the Proton will return to flight apart from it is likely to be September and that Astra 2E is the next client in the queue.
