It's not just the Italian DTT feeds, it's the French ones too. Not to mention the Fransat service also at 5W that needs to be maintained. It could be that the DTT feeds could be shifted elsewhere with a short dual-illumination period to allow transmitter operators to realign dishes for the new feeds, but trying to do the same for Fransat would be a logistical nightmare! If I was to take an educated guess of sorts, it's probable that the 5WB satellite is part functional but doesn't have enough power to immediately replace all Ku Band activity presently on 5WA, so either the French and/or Italian DTT feeds will have to go somewhere else with just enough juice left on 5WB to carry Fransat and a few smaller transponders, with an on-ground "spare" getting prepared or built to be named Eutelsat 5WC, or maybe that 5WB is too badly non-functional that it can't go into commercial service. As suggested by others above, having HotBird 13E take up emergency cover at 5W is certainly possible - outside bet would be Eutelsat approaching Turksat to temporarily lease Turksat 4B at 50E over to 5W!
