every satellite is assigned a NORAD ID which is unique for all satellites and confusion about identification of satellite is not possible

13F is moving west and 13G is revolving around 13 east position

my strong guess is that they may test it on 13 e position

entering into location to be tested as required parameters nearly achieved to have it into service

The tle is not updated, when it was released it was also wrong... The 13G is around 12°E in stable orbit, the first tests on the telemetry frequencies have begun (alternating linear to circular polarity).

Telemetry at 11702.40 has switched to vertical polarity...

It depends how old the TLE file is that web sites use to track the satellites.
The TLE files are issued daily, if a tracking web site is using a TLE file from last week and the satellite is moving like this Hot Bird then the web site will be out of date.

As soon as the web sites refresh their TLE files the tracking should be updated.

Stick the file in a tracker app and you got up to date tracking.
