I would guess they're just testing the transponder without anything on it.
Considering this system is only a back-up anyway, I'm not convinced they're very likely to change it from plain DVB-S2 to something more hidden, as that would likely mean they need to install a load of new decoders at all the transmission sites. Why bother, especially when the footprint of 15°W is tighter anyway. I could be wrong of course!
