Because under the disputed frequency agreement SES get their hands on 11450-11700 / 12500-12750. Therefore this is the area they will be powering up 2F for.
Sorry, but I still don't get it. 2F has 48 transponders for Europe. 10950-11200 = 16; 11450-11700 = 16; 12500-12750 = 16. What am I missing?

To free 11973V up for a further wholesale E28A TP migration I reckon.

Ah this shows nicely that SES will be re-jigging the upper band frequencies to their usual frequency pattern :)
BTW, during testing at 43.5E tests above 12.5 GHz were on the UK spot beam. If this is the case on the transition (along with the 5/6 fec) it really going to tighten up who can view these channels.

Indeed, and it suggests there will be a complete mix up of channels once 2F gets going on the 4th Oct (eg RT moving from 11.623H to 12.610V), not just shifting channels by a few MHz into the Astra configuration.

Solly when 2F was at 43.5E you were receiving the spot beam, but I wasn't here due to being to far west. Once the satellite moved to 28E I started to receive the spot beam. When you reported those frequencies I couldn't receive them. This makes me believe they were on the spot beam. I know I didn't miss them because I had the spectrum analyzer in peak-hold mode for hours at a time. Also Llew reported several transmission above 12.5 GHz that were also invisible to me but verified by others.

From the testing thread (pretty certain were from UK beam):
12518H
12539H
12551H
12580V
12580H
12590V
12725H

Interesting to know what Eutelsat's plans are for the remaining 250 MHz. The criple Eutelsat 28B? What's the estimated lifetime of the 28A?

12 years from March 2001 (i.e. it's now operating beyond it's design life - mind you Astra 2A has past it's 15 year design life this year too).

I wonder if losing 2/3 of the operating requirements (i.e. the Astra D and G bands) is a blessing in disguise for Eutelsat? (i.e. if W2M can operate at 1/3 designed capacity without problems Eutelsat now have a use for it, and are able to replace 28A with a satellite that has another 10 years of design life left - 15 years from 2008).

No, unless SES forced them to. That would be commercial suicide for the 1m+ expat communities who subscribe to Sky abroad.
