Yeah it's been confusing me too. The official website says, "THOR 7 will be equipped with 11 Ku-band transponders, to provide dedicated capacity for broadcast services in Central and Eastern Europe" on this page http://www.telenorsat.com/thor7/thor-7-services/broadcast/

On the PDF from here http://www.telenorsat.com/thor7/wp-...lite-overview-and-technical-specification.pdf says:
"The Ku band payload comprises 11 transponders for the provision of broadcast capacity and has the further capability of providing restoration capacity for TSBC’s THOR satellite fleet at 1°West."

And then on the next page in the specs it says:
"Ku-Band: 21 BSS channels covering Continental Europe"

So does that sound like they mean 11 additional transponders for Central and Eastern Europe plus backup for other services? It's still less than the 32 you counted though...

Edit: Or could some transponders be switching frequencies during the tests and only 21 are available at any one time?

I am inclined to believe in the 11 additional transponders theory with 21 ku band transponders available on Thor-7 using variable frequencies 11700 to 12500.

I am not knowledgeable about the transponders capabilities on this satellite maybe they could also cover 10700 to 10950 + 11200 to 11450 giving complete backup to all transponders @ 0.8 west ? highly unlikely I would have thought bearing in mind the problems Astra will face covering all transponders @ 28 est with 3 satellites 2E,2F & 2G,
Eutelsat have more flexibility with the 3 satellites @ 13 east each one can cover all frequencies I think.

Last hour they test whole band 11700-12500 MHz in both polarizations. I have noticed 11727V, 12015H, 12282H, 12397H, 12476H, 11785H, but there were much more carriers (by logs).
