Without knowing what content is on 11652 H and the operators testing it, I think we are more speculating, which is what I'm doing right now. Why not?
When the signal fluctuates from 14.2dB to 1 dB and one of the frequencies is moved from one slot to another with different parameters, you wonder what the point of these tests is. I would think it is to check if the frequencies overlap in two different Ku spots, #1 or #2(?).
A relatively similar situation occurs at 57.0E, where, in my area, I observe, depending on signal strength, the two spots, East Africa and Central Asia, crossing between 10950 and 11100 MHz.
It depends on the weather conditions, when I receive one spot, or the other, whose muxes use the same horizontal polarity.
